The word "Hacker" doesn't mean Criminal. There are three types of Hackers - White hat, Gray hat and Black hat. These terms define their behavior of hacking.
A white hat hacker is someone who is a computer security expert, use their skill to find security holes in system. White hat hackers use their skills to improve security.
A Gray hat hacker is someone who usually hacks systems kinda illegaly, but still not doing any harm to the system or anyone else.
A Black Hat Hacker is usually considered as the bad guy who is doing harm, either financially or by just exploiting and hacking systems. They launching attacks to disable access to websites.
